The problem of the national state, it's roots, conditions of it's existence, it's aims, part it plays in the system of socio-political relations - is the most vital in Ukrainian political thought. This crucial matter has always been and still remains quite authentic. It helps to consider the process of the foundation and development of the Ukrainian political thought as whole. In this article the emphasis is made on the analysis of the problems and prospects of the state, law and society in Ukraine at the end of XIX century.
