У статті знайдені оцінки швидкості зближення розподілів, вказаних в назві роботи, за умови, що елементи матриці незалежні та не обов'язково однаково розподілені величини, а відношення числа рядків до числа стовпців цієї ж матриці може повільно прямуватидо одиниці.

In this paper estimations of rate of convergence of distributions, which in the name of article, provided that elements of a matrix are independent and not necessarily identically distributed magnitudes are found, and the relation of number of rows toward number of columns of this matrix can tends slowly to unit.
