Анотація:
The present article addresses the question of the need of use the death penalty in the framework of struggle of the Council of Europe with this kind of punishment. International law instruments under the aegis of the Council of Europe prohibit death penalty, but the total majority of the population of the Council of Europe member states is in favor of this measure of punishment and the alternative of the death penalty - life imprisonment - constitutes itself cruel and inhuman kind of revenge, but not punishment.
