Статтю присвячено проблемним питанням проведення адміністративної реформи в Україні, аналізу поняття "адміністративна реформа", яке запропоновано замінити новим, більш широким поняттям "реформа публічної влади". Також проведено періодизацію адміністративної реформи, проаналізовано сучасний стан державного управління в Україні та обґрунтовано необхідність проведення подальших трансформаційних змін у зазначеній сфері.
Статья посвящена проблемным вопросам проведения административной реформы в Украине, анализу понятия "административная реформа", которое предлагается заменить новым, более широким понятием "реформа публичной власти". Также проведена периодизация административной реформы, проанализировано современное состояние государственного управления в Украине и обосновано необходимость проведения дальнейших трансформационных изменений в данной сфере.
The article is aimed at the analysis of the implementation of the administrative reform in Ukraine, definition of administrative reform, and formulationon this basis proposition to substitute this term with the new one, namely "public administration reform". Recently, researchers have shown an increased interest to the Concept of Administrative Reform, developed by the State Commission for the administrative reform in Ukraine and adopted in 1998 as a basis for reform of public administration. The issue has grown in importance in light of recent amendments to the legislation as a part of new period of the administrative reform in Ukraine. It is admitted that administrative reform should aim at forming a rational mechanism of governance that would help to strengthen and improve the efficiency of executive power. According to this Concept administrative reform in Ukraine is to be introduced in three stages: 1) development and approval of the Concept of administrative reform program and implementation of administrative reform; 2) introduction of organizational and legal basis for reforming of key elements of public administration; 3) formation of the new institutions, organizational structures and instruments of governance. The article entails the periodization of the made steps of administrative reform in Ukraine, examines critically modern situation of the system of public administration and proves necessity for further transformation of the system of public administration. The general idea of the article is that the main purpose of the administrative reform should be an improvement of cooperation between citizens and government, otherwise there"s no sense in all changes of reorganization in the executive power, that take place nowadays.
