У статті досліджено сутність державного регулювання банківського сектора України на основі проведення аналізу теоретичних підходів науковців, визначено його структуру, а також специфічні ознаки. Визначено та узагальнено основні напрями державного регулювання банківського сектора, розглянуто стан рефінансування та регулювання валютного курсу. На основі проведених досліджень розроблено сукупність антикризових інструментів державного регулювання банківського сектора.
В статье исследована сущность государственного регулирования банковского сектора Украины на основе анализа теоретических подходов ученых, определена его структура, а также специфические черты. Определены и обобщены основные направления государственного регулирования банковского сектора, рассмотрено состояние рефинансирования и регулирования валютного курса. На основе проведенных исследований разработаны антикризисные инструменты государственного регулирования банковского сектора.
The analysis of theoretical approaches has created the basis of the research of the term "state regulation of the banking sector" which means the form of state management with its system of measures of providing stable and safe functioning of a bank using the intermediation of the Central bank. The author describes the structure of state regulation of the banking sector, its characteristic features, the main being its two-level structure, flexible combination of central regulation and independence, common settlement infrastructure, sustainable development, adaptability. It is noted in the article that there is the single specialized subject of financial market that manages the banking sector - the National Bank of Ukraine. The author defines and generalizes the main directions of state regulation in the banking sector (banking regulation, banking supervision, banking control). The main measures of regulation of the banking sector, namely refinancing and currency rate regulation have been analyzed. The author has systemized the information on the banks subjected to refinancing in the first two quarters of 2014and those that undergo the procedure of liquidation. The dynamics of the currency rate has been studied. It has been determined that the state regulation of the banking sector in Ukraine is not efficient, the banking sector being in crisis. Based upon this the conclusion about the necessity of performing complex measures aimed at overcoming the existing banking crisis, avoiding its deepening has been made. The author has developed the system of anti-crisis instruments (financial, operational, functional) of state regulation of the banking crisis.
