Досліджено негативні впливи динамічного оточення на програми інформатизації вищих навчальних закладів. Виділено особливості та розглянуто впливи динамічного оточення на характеристики проектів та програм інформатизації. Охарактеризовано результати такихвпливів. Сформульовано понятійний простір для формального управління впливами на програми інформатизації вищих навчальних закладів.

In the paper dynamic environment impacts on the programs of informatization of higher educational institutions are classified. A number of definitions which directly form conceptual basis of informatization programs: projects, programs, dynamic environment, project environment, informatization projects configuration etc. are given. The peculiarities and impacts of dynamicenvironment on the characteristics of projects and programs of informatization are described. The results of such impacts are characterized. Procedures of the control of negative impacts on programs of informatization of higher educational institutions are offered. It is shown that due to essential changes in projects, which are the result of negative impacts, it is necessary to create methodological bases for the control of impacts which must include functions, connected with analysis, planning, realization and its control and also with ensuring activities of the controls of impacts on a project or a program. For this it is necessary to deviate from traditional scheme of changes control as a process and move to the control by primary source of these changes - by impacts on a project or a program from the positions of control methodology. The necessity to decide the tasks of analysis and prior detection of impacts on informatization programs is determined. The task of the development of the methodology for the control of impacts on projects and programs is formulated.
