Зауважено, що здійснення економічних реформ - одне із найважливіших завдань для порятунку економіки України. Ці реформи повинні стосуватися всіх галузей економіки, а також судової системи, органів державної влади та управління та місцевого самоврядування. Необхідність реформування місцевого самоврядування та територіальної влади в Україні зумовлена потребою удосконалення бюджетного законодавства, децентралізації влади та суттєвого розширення повноважень територіальних громад, що передбачає перерозподілзавдань, повноважень, ресурсів на національному, регіональному та місцевому рівнях, підвищення фінансової самостійності місцевих бюджетів, зміцнення матеріальної та фінансової основи місцевого самоврядування. Проаналізовано основні проблеми місцевих бюджетів. Розкрито необхідність суттєвої реформи податкової системи та бюджетної системи України для створення достатньої фінансової бази органів місцевого самоврядування.
Экономические реформы - одна из важнейших задач для спасения экономики Украины должны касаться всех отраслей экономики, а также судебной системы, органов государственной власти и управления, местного самоуправления. Необходимость реформирования местного самоуправления и территориальной власти в Украине обусловлена необходимостью совершенствования бюджетного законодательства, децентрализации власти и существенного расширения полномочий территориальных общин, предусматривает перераспределение задач, полномочий, ресурсов на национальном, региональном и местном уровнях, повышение финансовой самостоятельности местных бюджетов, укрепление материальной и финансовой основы местного самоуправления. Проанализированы основные проблемы местных бюджетов. Раскрыта необходимость существенной реформы налоговой системы и бюджетной системы Украины для создания достаточной финансовой базы органов местного самоуправления.
The paper analyzes the main problems of local budgets. The need for substantial reform of the budgetary system of Ukraine to create a sufficient financial base of local governments is revealed. An economic reform is one of the most important tasks of saving the economy of Ukraine. These reforms should apply to all sectors, as well as the judiciary, government and administration and local government. The need for reform of local self-government and territorial authorities in Ukraine is caused by the need for improvement of the budgetary legislation, decentralization of power and significant empowerment of local communities, involving redistribution of responsibilities, authority and resources at the national, regional and local levels, increasing the financial autonomy of local budgets, strengthening the material and financial basis of local self-government. An important role in this system is provided in fiscal decentralization, through which the government of Ukraine is trying to create the appropriate conditions for the effective development of regional economies. The importance of this question is that since independence we have failed to create an effective system of governance at the regional level with regard to financial security social sphere, digging transfer policies of intergovernmental relations and mechanisms of inter-governmental alignment based on the development of a new model financial support of local budgets. Currently, the economists did not work out a common approach to fiscal de-centralization, especially to assess the financial security of local budgets and inter-governmental relations, accountability of officials' controls and compliance with budget laws. As a result, the system does not work; there is a continued lack of budget and lack of authority. Thus, our study is characterized by concrete proposals for an action plan to reform the system of local governance, especially the financial support of local budgets in terms of social infrastructure, culture and economy of intergovernmental relations. It should be borne in mind that the positive achievements of local government reform are directly proportional to the conduct of budgetary and fiscal re-forms, reforms in education, health, culture, social welfare, policy implementation of fiscal decentralization, improving intergovernmental relations on financial replenish of local budgets for the provision of quality public services, administrative and meaningful participation of the territorial community in the budget process.
