This paper suggest that functional requirements of civilian applications for air traffic control and surveillanse of weater could be met by a single multipurpose radar system. Common denominator for the surveillanse needs is the agile pensil beam, phased array radar. With control of transmit/reseive elements it is possible to construct fan beams, to adaptively scan space for weather hazards, and to acquire and track targets. All this in a time shared mode so that the net effect is simultaneous multifunctional service. Dedicated phased array radar for weather observations has been in Norman, Oklahoma; its characteristics and ongoing experiments are disscused.
