Analysis of the electromagnetic properties of guasi-optical dielectric resonators (QDR) with conducting endplates (CEP) is presented, which provides a theoretical background for first principles millimeter-wave characterisation of two very different types of condensed matter, namely, superconductors and lossy dielectric liquids. In the former case we need to measure complex permittivity with a considerable loss tangent. In this technique whispering gallery mode are excited in a dielectric disk sandwiched between CEP. Characteristic features of the sapphire QDR-based technique developped for study of HTS films are defined. considerable enhancement of sensivity of surface resistance measurements in millimeter wave range is demonstrated. Two-layered QDR made of Teflon with CEP and lossy liquids is studied. The measurements data are compared with theoretical calculations of frequences and Q-factor. availability of the resonator for microwave characterisation of lossy liquids is concidered.
