Association Agreement with the EU in 2014 contains much more of the provisions for the implementation of cultural rights of citizens than the agreement on partnership and cooperation between the EU and Ukraine in 1994. This imposes great responsibilities for Ukraine in this sphere. Therefore, this article discusses the requirements for the legal regulation of culture, established in the EU and Ukraine's obligations in this area deriving from these requirements. This imposes great responsibilities for Ukraine in this sphere. Therefore, this article discusses the requirements for the legal regulation of culture, established in the EU and Ukraine's obligations in this area deriving from these requirements. The purpose of this article is to study on guaranteeing cultural rights of citizens in the context of the implementation of the Association Agreement with the EU. Cultural exchanges between the Member states directly affect the level and intensity of international relations. However, acknowledging the importance of culture and cultural policy and cultural integration did not come from the first days of the European Union. From the beginning, cultural aspects have not been the basis of the process of European integration, while the history of the formation of economic, legal and political foundations of the integration of Europe has about 50 years. The founders of the EU did not take into account the need for conceptualizing cultural component of the process of European integration.
