The settlement of military conflicts, which in modern terms have become multi-faceted, complex, is caused not only by considerations of humanity. Emergency conflicts are particularly anthropogenic threat to peace and destabilizing influence on the socioeconomic and political situation in neighboring countries and entire regions. Military conflicts of the modern era are characterized by dynamism, accompanied by massive death and suffering civilians, as happened in the former Yugoslavia and Iraq. Rapid escalation of humanitarian problems requires the mobilization of substantial financial resources, which significantly reduces the volume of international development assistance.
