Статтю присвячено аналізу деяких аспектів регулювання авіації загального призначення в Україні. Відповідно до теми визначено основні особливості та проблемні моменти авіації загального призначення України на сучасному етапі її розвитку. У статті детально охарактеризовано можливі форми взаємовідносин авіації загального призначення та держави. Проведено аналіз законодавчої бази в у цій сфері, що дало підстави для уточнення поняття авіації загального призначення. Зокрема конкретизовано сферу "загального призначення" на основі використання загальносвітового досвіду.
Статья посвящена анализу некоторых аспектов регулирования авиации общего назначения в Украине. Согласно теме определены основные особенности и проблемные моменты авиации общего назначения Украины на современном этапе ее развития. В статье подробно охарактеризованы возможные формы взаимоотношений авиации общего назначения и государства. Проведен анализ законодательной базы в данной сфере, что дало основания для уточнения понятия авиации общего назначения. В частности конкретизирована сфера "общего назначения" на основе использования общемирового опыта.
This article examines some aspects of regulation of the general aviation in Ukraine. Under the topic the main features and problem of the general aviation Ukraine at the present stage of its development are determined. The article describes the forms of relations of general aviation and the state. The authors analyze the legal framework in this area that gave reason to clarify the concept of general aviation. In particular the area of "general purpose" is specified on the basis of global experience. The authors characterize economic and legal model of the general aviation that currently operates in Ukraine, define trends of its development. Also they emphasize that there are prerequisites for the development of general aviation, including its non-traditional species. This requires solving the problem of legal regulation, assessment of market structure and trends of aircraft's technical upgrading. English abstract V. Zueva, V. Attention is drawn to the fact that the maindirections of the state policy in the field of general aviation should be fixed in the target programs for formation of the new economic and legal models of general aviation. The provisions of such programs should be based on monitoring data of the economic situation in general aviation, monitoring air legislation and the development of the special law on general aviation and the other regulations. Moreover, the authors suggest some measures for improving regulation in mentioned field: creatingscientific and practical bases for supporting development of the general aviation; formation of the state system of management of the general aviation with the mandatory inclusion of representatives of public (organizations and private aviation enterprises); creating the mechanism for fostering a culture of safety in activity of the general aviation.
