Muchattention is paid to the necessity of administrative process understanding it in two directions: administration (public administration sphere) and judicial procedure (administrative proceeding). Administrative process is comparatively “young” part of administrative law that has all the prospects to become a separate branch of law in the future. However, in accordance with the author, there is no unity of theoretical and pragmatic opinions concerning an essence, content and a structure of the administrative process, of its concepts and categories. The author considers that the administrative process can be determined as a regulated by administrative procedural norms activity of special subjects aimed at solution of concrete individual disputes that emerge while implementing material norms of administrative and some others fields of the law in the sphere of public administration and administrative litigation.
