У статті проаналізовано положення чинних законодавчих та підзаконних нормативно-правових актів, погляди правників, на основі аналізу яких можливо встановлення ознак реєстраційних проваджень прав на земельні ділянки та сформульовано поняття реєстраційного провадження прав на земельні ділянки.
В статье проанализированы положения действующих законодательных и подзаконных нормативно-правовых актов, взгляды юристов, анализируя которые возможно установление признаков регистрационных производств прав на земельные участки и сформулировано понятие регистрационного производства прав на земельные участки.
In the article the concept of registration realization of rights is set forth on lot lands, position of operating legislative and regulations normatively-legal acts, looks of legislators on the basis of analysis of that maybe establishment of signs of registration realizations of rights on lot lands, is analyzed. Milimko Proceedings of registration of land rights (concept and characters) In the article the provisions of current legislative acts, scientists' opinions concerning the setting of features of registration realization of rights on lands are analyzed and a concept of this registration realization is formulated. It is mentioned in the article that a stability of state institutions' activity is an important factor of rights and legal interests of land owners and users' guaranteeing. One of the components of this stability according to the author's point of view is a clear existence of a State Register of rights to immovable property and their encumbrances, which belongs to the nonjurisdictional administrative proceedings. On the basis of a research the author makes a conclusion that signs of registration realization of rights on lands may be determined as a nonjurisdictional activity regulated by administrative and procedural rules, that is held by the particular authorized organs of public administration in the way of committing certain legal activity step to step for payment after the applicant's appeal for the making an appropriate registration record in the State Register of land rights. During this process a question towards an official recognition of such right is decided.
