There are a lot of organizations, institutions and agents which are concerned with aviation security activities at an international airport. For the security activities, it is required to spend quite lot money, in addition to the responsibilities of the relevant security task. According to the Annex 17 to the International Civil Aviation Convention, an appropriate authority of each contracting state has to have the right to define and allocate tasks and coordinate activities between the departments, agencies and other organizations of the State, airport and aircraft operators and other entities concerned with or responsible for the implementation of various aspects of the national civil aviation security programme. The paper discusses the reasonable assignment of security tasks and related costs to each entity involved in. It is generally recognized that the three major parties responsible for the aviation security at an airport are some government departments, airport operator and aircraft operators. It tries to find out the solution to the question, "who has to take charge of what kind of actions, responsibilities and costs related to security tasks at international airport?" The principle of economics, public administration and law is going to be applied for the discussion.
