An optimal methodology based on explicit mathematical formulation has been presented, to provide maneuvers to resolve the tactical conflict between two aircraft in a same flight level, without any change in the overall flight time with cooperation of both aircraft. In addition, through proper selection of weight factors it is possible to give priority to either aircraft based on their maneuvering capabilities. This method could be an effective tool for real time conflict resolution in both of current ATM and free flight concept.
